Modern Treasury has applied to establish a federally regulated national trust bank in the United States, marking a significant expansion of the financial technology company’s infrastructure as it seeks to bridge traditional payment systems with stablecoins and other digital assets.
The company submitted its application to the U.S. Office of the Comptroller of the Currency to establish Modern Treasury National Trust Bank. The filing represents the beginning of the regulatory process, meaning the proposed institution has not yet received approval to operate.
If authorized, the limited-purpose national trust bank would focus on digital-asset custody and related fiat services. Modern Treasury plans to integrate these capabilities with its existing payments infrastructure, giving businesses a regulated environment for holding and moving both traditional currencies and stablecoins.
The proposed structure would allow Modern Treasury to expand beyond the payment orchestration and reconciliation technology for which it is known. By bringing custody, payments and settlement infrastructure closer together, the company is seeking to address growing demand from businesses that increasingly operate across both conventional banking networks and blockchain-based payment rails.
Modern Treasury has emphasized that the proposed institution would have a focused mandate. It would not make loans or issue its own stablecoin, distinguishing its planned activities from those of a traditional commercial bank or stablecoin issuer. Instead, the trust bank would concentrate on safeguarding assets and supporting payment and settlement services.
The application comes as stablecoins become increasingly integrated into mainstream financial infrastructure. Payment companies, fintech platforms and financial institutions are exploring ways to combine blockchain-based settlement with existing banking systems, increasing demand for regulated custody and infrastructure capable of supporting both forms of money.
CEO and co-founder Matt Marcus described the application as an important step in Modern Treasury’s development. The company sees federal oversight as a way to provide customers with greater regulatory clarity while expanding the infrastructure available for increasingly complex payment and treasury operations.
Securing a national trust bank charter would place Modern Treasury under federal supervision and could significantly broaden its position within the U.S. financial infrastructure sector. For now, however, the proposal remains subject to the OCC’s review and approval process before the company can establish and operate the new institution.
