Federal Reserve Financial Services Names Kim Robbins Chief Payments Executive

Federal Reserve Financial Services (FRFS) has appointed Kim Robbins as its new Chief Payments Executive, effective November 16, 2026, marking a senior leadership transition within the Federal Reserve's national payments operations.

Robbins will succeed Mark Gould, who is retiring following more than three decades of service with the Federal Reserve System. In her new position, she will oversee the organization's portfolio of retail, wholesale, securities and instant payment services across the United States.

Robbins currently serves as First Vice President and Chief Operating Officer at the Federal Reserve Bank of Kansas City, where her responsibilities include operations, risk management, finance, technology, workforce management and Treasury services.

With a career spanning approximately 30 years across payments, technology and retail, Robbins brings extensive experience in financial infrastructure and operational modernization.

Her previous responsibilities within Federal Reserve Financial Services included serving as Chief of Enterprise Services and Executive Vice President, overseeing strategic planning, financial management, compliance, risk and legal operations.

She also held a senior leadership position within the FedNow Service, contributing to the development of organizational structures and operational capabilities supporting the nationwide instant payments network.

The appointment comes as financial institutions continue to focus on modernizing payment systems, expanding access to instant transactions and strengthening the resilience of financial infrastructure.

In her new position, Robbins is expected to build on FRFS's existing modernization initiatives, with an emphasis on collaboration, operational efficiency and the evolving payment requirements of businesses, financial institutions and consumers.
