JERA, Dell and RHAELM Team Up on $15 Billion AI Infrastructure Project in Japan

Japan’s largest power generator, JERA, has partnered with Dell Technologies and UK-based RHAELM to develop large-scale artificial intelligence infrastructure in Japan, with planned investment expected to exceed $15 billion.

The first project is set to be developed near JERA’s Chiba thermal power station and is expected to provide around 400 megawatts of capacity, making it one of Japan’s largest single-site AI infrastructure developments.

Under the partnership, JERA will provide the land and long-term power capacity, while RHAELM will be responsible for development, operations and financing. Dell Technologies will supply the computing infrastructure needed to support AI workloads.

Apollo Global Management is also participating as a strategic financial partner, reflecting the scale of capital required to support the expansion of AI-related computing and energy infrastructure.

The project is expected to begin phased operations in 2028 and reach full capacity in 2029.

The partners also plan to use the development as a model that could be replicated at other JERA power sites across Japan in the coming years.

The initiative highlights the growing connection between the energy and technology sectors, as demand for high-capacity data centers and AI computing infrastructure continues to rise.
